If we perform an indexed view on a base table in oracle can we get any benefits other than performance? Do all DBMS support indexed views?

You can do it, yes. And you can do it with any DBMS.
An indexed view doesn't really "store" data - it's a view of the view. The performance you get from an indexed view depends on how the DBMS is programmed, in terms of how it allows joins between it's views. I.e. you might get some nice optimization by storing a join as an indexed view, while in other DBMS that would not be possible.
